Pixels grow with the square of the height: 1080p has 2.25 times the pixels of 720p, and 4K has 9 times. At a fixed bitrate, fewer pixels means each one gets more bits, which is why a smaller video can look cleaner than a starved bigger one.

Will resizing keep the aspect ratio?
Yes. You choose the short side (for example 720p), and the long side is calculated from the original shape, so portrait phone videos stay portrait.
Can I upscale a video?
No. Making a video bigger can't add real detail, so only sizes up to the original resolution are offered.
Which resolution should I pick?
1080p for big screens, 720p for phones and chat apps, 480p when the file must be tiny. On a phone, most people can't tell 720p from 1080p in a chat window.
Does resizing reduce file size?
Only if the bitrate goes down too. In "Just make it smaller" mode SqueezeVideos lowers both; in target-size mode the bitrate comes from the target and the smaller frame simply looks sharper at it.
